Three firms win on interim Leeds retrofit programme

Keepmoat, SSE and Willmott Dixon Energy Services have won places on a framework preceeding the award of the city’s Green Deal programme – worth up to £5bn.

The “ECO interim framework”, as it is known, is being set up to help the council and its partners maximize funding from the Energy Company Obligation, to offer free boiler upgrades and insulation to people on certain benefits. Though it does not yet include Green Deal funding, the programme will use ECO funds – which provide up to £1.3bn from energy suppliers annually to fund home efficiency improvements.

The insulation measures under the Leeds scheme can cover loft, cavity wall and external wall insulation, with free or discounted improvements for those in hard to treat homes. It will run from 15 July, and will focus on residential properties, ending in May 2014, when the regional Green Deal offer is to be launched.

A procurement race began in May for the main three-year contract, which could be extended by a further five years. It will initially cover only the Leeds city region, where 900,000 homes have been identified as in need of energy improvements – with a combined valuation of £3.5bn to £5bn in work.

But the contract could be expanded to include other local authorities and registered providers in the North Yorkshire area. Willmott Dixon Energy Services, which is covering the west of the city, said it hopes to cover around 1,500 properties over the year-long lifespan of the interim framework.

Willmott Dixon has also won places on the £45m renewal of the Arbed programme, which covers 5,000 homes in Wales up to 2015, and the Green Services procurement hub – a national framework set up by Places for People for public sector clients. Over 10,000 free cavity wall and loft insulation measures were installed in homes under the interim programme’s predecessor schemes – Wrap Up Leeds and Wrap Up Leeds+
